If complete insertion of the penis cannot be obtained, and it is not causing the person or his partner any discomfort, then they can certainly make do with partial insertion. Certainly if one is hoping to impregnate the partner then it is best to have full penetration to deliver the seminal fluid and sperm into the depths of the vagina.
